that any actions we take will be legally grounded. >> shepard: tonight, a nominee on the hot seat. first from fox, a fox urgent and a manhunt for a suspected killer on a spree. who knows law enforcement and military tactics inside and out a former cop who one police chief said has a hit list, a manifesto and is hunting for the men and women who were once fellow officers, once who did him wrong. he wants to kill them and their families. the suspect is a former l.a. police officer named christopher dorner. police officers say he is armed and extremely dangerous and that he has shown he has no problem killing innocent people. the search spans several states and the border with mexico and mexico. right now there are crime scenes all over southern

california around los angeles and san diego. the los angeles main police station on lockdown. guards at every entrance. unprecedented. the trouble ban back on sunday in irvine, california, that's when cops say dorner murdered the daughter of a former police captain. the captain who represented him during disciplinary hearings. dorner shot and killed the 28-year-old woman along with her fiance as they sat in their parked car. then early this morning, riverside, california. east of los angeles, the killings continued. when dorner opened fire, according to cops, on two officers in a patrol car as those officers sat at a red light. >> a vehicle pulled up next to them, and the driver of that vehicle fired multiple rounds from a rifle. both officers were wounded. one officer, a 34-year-old man, an 11-year-old veteran of the police department is deceased. the other officer, 27-year-old officer is seriously wounded but we expect a full recovery. >> now the suspect is also believed to have shot at police in the nearby town of corunna. one officer there injured when a bullet grazed his head. the suspect dorner is a former navy reservist. foxnews.com reports he was

dishonorably discharged. his last day friday. weighs also a police officer for nearly four years. and according to the los angeles police chief, charlie beck, that has made this a particularly frightening case. of course he knows what he is doing. we trained him. he was also a member of the armed forces. it is extremely worrisome and scary especially to the police officers involved. >> shepard: the police department fired him back in 2008 for making false statements. he disputes that he has apparently held a grudge ever since. get this. there is a long and twisted rambling manifesto that he posted on facebook. in it the suspect dorner writes whatever preplanned responses you have established for a scenario like me, chevrolet it. self-preference is no longer important to me, he writes. i do not fear death as i died long ago. he goes on the violence of action will be high.

and there are several other twists in this case. it's believed the suspect earlier this week tried to steal a boat in san diego and now the investigation has also moved up into the mountains to a place they call big bear lake where dorner apparently torched his truck. adam housley is live in riverside, california at one of the crime scenes. authorities now believe dorner is somewhere up in those man man -- mountains; is that right? >> that's right, shepard. they believe he he left here ths morning. shooting happened 2:30 local time and went to the mountains. only a 60-mile up there. that's where they found his truck a few hours ago. they confirmed to us about an hour ago that truck was burned out and it was his. they wouldn't tell us what was inside. we do know a two mile search area was found. it's a popular resort area. they have brought in teams not only from here in riverside but swat teams and tactical teams from across the region. they found fresh tracks. they have blood hounds. they are doing whatever they can to find this man that says

not only will he kill the law enforcement officers involved, not only will he kill the families of those law enforcement officers involved in his case, but he will will also kill any citizens who try to render any aid. so, basically anybody could be in n. this man's sights says he will go down in flames. he will kill anybody and be killed in order to save his name, he claims, shepard? >> shepard: wow, any sightings of this suspect since this morning, adam? >> no. there haven't been. i want to give you an idea because there is is so much information out there. you laid it out about this case. really where it begins is yesterday in san diego, the killings, of course, in irvine on sunday were the troubling ones. he he kind of disappeared for a few days. apparently he was in san diego last night. tried to hijack that boat. threw his wallet out the window at one point on a thoroughfare that runs from where that boat hijack happened over to interstate 5. if you were to take a map out and literally draw a diagonal line can you find his carnage all along the way the boat that he hijacked to shooting in corona short distance here

riverside to the mountains where the search is on now. as the sun goes down, shepard, it's becoming more and more imperative that they find this man. they are still worried that he is up there in big bear a popular resort area. people ski up there. the schools were on lockdown today and one of the popular ski resorts were shut down midday due to his threat. shepard? >> shepard: adam housley, live. think of this, they have shut down and locked down the entire los angeles police department. a guard at every door. they have never seen anything like this before. and they think he is up in those mountains at big bear lake. so we have a reporter there and we will go to her in just a moment. in addition, we will hear from one of the suspect's former friends whom he named in his 20-page threat against police. >> no one expects to come to work and have an email from a reporter from the "l.a. times" telling me that i'm mentioned in a men fest toe. >> shepard: he also claims dorner is articulate and intelligent. he says he has a message for dorner as to what he should do now. more on that friend, the

suspect, and his facebook manifesto. it is detailed and mentions reporters and police officers a lot of names you know. that's all coming up inside fox report. we will go for breaking news as it happens. but, first, the showdown over droning americans. and whether your government has the legal right to kill you. senators are demanding answer from president obama's nominee to be the cia director. the white house counter terror chief right now john brennan. his confirmation hearing got off to a really dramatic start even before the grilling began. demonstrators interrupted brennan over and over again until the head of the intelligence committee had enough. >> we're going to halt the hearing. i'm going to ask that the room be cleared. [shouting] >> we will will recess for a few minutes. >> shepard: those demonstrators were protesting drone missile strikes against terror suspects. this week we got a look at the government guidelines for using those strikes to kill americans. in essence, top officials have to decide you are a senior

terror leader and imminent threat to other americans and that it would be too dangerous to try to capture you. they do not have to go to court. they don't have to charge you with a crime. they don't have to give you a lawyer. senators from both parties demanded more documents and last night the justice department gave the intelligence committee the classified legal arguments for the government killing american citizens. but today at least one democrat said that's not enough. mike emanuel is on capitol hill for us this evening. what exactly, mike, did the senators want? >> shep, they want a variety of legal justifications, highly classified, that the justice department has given the white house. for part of that last night president obama ordered the justice department to comply. >> i have become concerned that the department of justice is not following through with the president's commitment just yet. 11 united states senators asked to see any and all legal opinions, but when i went to read the opinions this

morning, it is not clear that that is what was provided. >> another hot topic was the obama drone program for taking out terrorists. here is the cia director nominee on that. >> i think there is a misimpression on the part of some american people who believe that we take strikes to punish terrorists for past transgressions. nothing could be further from the truth. we only take such actions as a last resort to save lives when there is no other alternative to taking an action that's going to mitigate that threat. >> brennan says it is not better to kill a terrorist than to detain one. but with so much controversy about where we detain them, guantanamo bay, we have been doing a lot more killing lately. shep? >> shepard: then there is the matter of the security leaks now under investigation by the feds. what is that? >> well, that's right. they are being investigated. issues such as why so many details about the usama bin laden raid were released. well, john brennan says don't blame him.

>> it seems to me that the leak that the justice department is looking for is right here in front of us. and you disagree with that? >> i disagree with you vehemently, senator. i have talked to the department of justice. as i said i conducted interviews with them, you know, i'm a witness in that as many other people are. >> we expect another hearing behind closed doors. classified next tuesday. and then a vote likely one week from today, shep? >> mike: mike emanuel on capitol hill. thanks. very bad news from the weather department. the first alert forecast has changed for this nor easter. it's actually a storm that's going to hit the northeast. and it could be extremely dangerous. maybe the worst in many many years. in fact, it could rank as the most powerful strike on the region in the past decade. in boston, it's gotten much worse. in new york, the first alert forecast has gotten worse as well. everywhere in between. what we can expect from pennsylvania to maine coming up. plus, continuing coverage on the manhunt in southern

they found his ghar flames not that long ago. they are hubbing for him because he has promised to kill cops and their families and any citizens who get in the way. cops say he is heavily armed. their entire police department is on lockdown and we will have it covered. we will go back for breaking news as warranted. first though. a fox news weather center and this is the worst thing we have seen in many years.

a blizzard warning for parts of the northeast. now in effect for areasen n. and around new york city, connecticut, all the way up into new england, including boston and ears beyond. some areas could see two feet or more of snow. the experts say this could be among the top ten snow storms ever recorded in new england. that's saying quite a lot indeed. our chief meteorologist rick reichmuth live with the changing weather first alert forecast now, rick? i'm seeing from your reports the snow totals are going up and times are changing, right? >> going to start overnight tonight. when you wake up tomorrow morning everybody is going to be seeing the snow. you have to be very ready for it these two storms, you see them getting much closer than where they were yesterday. the main energy of this storm is back behind the rain. this is all headed off towards kind of the northeast. it's going to exit the atlantic coast side snow around chicago and much of michigan. this is is a good 6 to 8-inch snowfall for a lot of those people that combines and meets somewhere here off of the mid-atlantic coast line

overnight into tomorrow. blizzard conditions from new york city all the way up through coastal maine. i ownership 9 a corridor, shep, inpassable tomorrow. do your traveling tonight and by tomorrow morning you have got to be where you have got to be, it's going to be going down hill. tomorrow night into saturday morning will likely be looking at whiteout conditions. impossible to travel on the roads. >> shepard: if you look at the local here in new york city and surrounding areas. if you look at the local first alert forecast. can you find anywhere from 3 to 40 inches in the first alert forecast. crazy. >> last night i said on the snow we are going to be talking about 3 to 6 inches of snow? new york city. this is why we have been have a nor'easter. rain snow line. pink here in new york. few miles to the south is rain and few miles to the north it's snow. we are getting more confident we will be spending more time in the snow here towards new york city and that means increased snowfall total. unfortunately for folks in new york. we have known this is going to

be about a 2-foot snow storm at least around the boston area but new york city is the bulls eye here we weren't quite sure. boston right now this model showing 34 inches. i think that's probably a little bit high. but we are going to be around that 2-foot range. go here, shep. we have got a 50-mile spread here. go to rye 22 inches. go down to jersey 8 inches. new york city 12 inches. that's what the model is doing here. little more snow here and cold air here those numbers go of a dramatically. the moisture is there whether it's rain or snow is the big debate in new york city. >> our boston station i was watching rick they have this scale they use locally how bad the scale is going to be 1 to 10 they have never used a 10. this one is a 10. >> certainly a blizzard warning in new york city i can't remember when that has happened. certainly it has. it it's been a very very long time. i want to point out all of the beaches that were impacted by hurricane sandy and all those places that people are still homeless and such, we're going to be talking about a sturgeon with this.

>> shepard: our correspondents are still in the hills of southern california. this is a burned out truck from the suspect. a man believed to have killed and now promising to kill again. i told you about a 20-page manifesto that's now online from this man. he talks about news people. about police officers he wants dead. he explains how he has been wronged and why he is going to murder and murder again. they are looking for him and trace gallagher will have all the details of the manifesto coming up just moments from

now inside fox report. first, the florida mansion squatter down in boca raton is now officially out of his luxurious digs. as we have been reporting here. fleeflly the 25-year-old brazilian man moved into this-million-dollar home there in boca after bank of america from first alert forecasted on it he had been staying there since christmas without paying a single cent thanks to object secure loophole called adverse possession. it's a long story but he has enjoyed it. it lets you take over abandon property if you live there openly for seven years and pay all the taxes. but today officials determined it was actually trespassing. boo. so the bank repossessed the home. boo. and changed the locks. kill joy. bank of america. don't they have enough money? steve harrigan is in the south florida newsroom. still no word from loci boy though, i'm bummed. >> no, shepard. no appearance of loci boy yet. it was 1:00 p.m. when police moved in on that 2.5, a

bedroom mansion. brought locksmiths with them as well. broke open that iron gate. went inside. no sign of loci boy or seven or eight people also occupying that house. they found a lot of toiletries and a real mess. they pulled that outside and bank of america now has taken possession of that house. they issued a statement which said we appreciate the assistance of local authorities and the patience of neighbors as we work to have the trespassers removed. no word on where loci boy might be. police told us this afternoon they are not looking for him and there is no warrant for his arrest. shepard? >> shepard: loci boy unwittingly a leader of others as there are copy cats now, huh? >> he publicized his exploits on social media. that probably got him the police's attention. but it also has created a phenomenon of copy cats. at least 11 in broward county alone since this story got big. one of them occupying a 4-million-dollar ocean front mansion. the fact that all these people are coming in to apply for this adverse possession has

one local county property appraiser pretty ticked off. >> scum bags. they are scum bags. they are squatters. they are breaking the law. they are trying to use these forms to legitimize breaking. >> that anger is coming out of personal experience. a house down the block from her has been occupied by squatters. also the house of one of her employees. shepard? >> shepard: steve harrigan in south florida. enjoy. the man who held a 5-year-old boy hostage for a week in lower alabama suffered multiple gun shot wounds during a fire fight with the agents there. that's according to new details from officials in lower alabama after they removed the gun -- the guy's body from that underground bunker. did this last night. as we reported. the suspect started shooting when the swat team stormed the bunker to try to rescue the child. he had rigged that bunker with explosives to try to prevent a raid. but an fbi agent said there were -- they were quote disrupted and today the agent

>> shepard: continuing coverage of the manhunt in southern california for the former police officer who is alleged to have murdered a number of people and promises he will murder many more. they are searching right now -- at big bear lake on bear mountain for this guy. they believe he is in that area. as is our reporter from kttv fox 11 for the los angeles area. gee gee is there. you are at the command post i'm understanding for this search. what do you know? >> well, shep, this is is a major manhunt. we are at big bear as you mentioned. big bear lake. this is a ski resort. they have actually had to shut down all the ski resorts and evacuate them and ironically it was uniform day. so the area is teaming with law enforcement and firefighters that were already here skiing. we have state officials and local officials and what they

just told us is they are basically going to go door to door and they are going to go into every single cabin on both sides of bear mountain, which is a local ski resort and they're going to go into those cabins searching for christopher dorner. he is armed. he is extremely dangerous. he is known to have a lot of weapons, shepard, including some assault weapons. >> shepard: gigi they seem fairly confident is he in that area. why is that? >> they have identified his pickup truck. that's all they had to go on really. he was last seen in a nearby city called riverside. that's where he is being acaused of killing one police officer and injuring another one. and the pickup was found on fire here. and we just got a look at it i just posted a picture of it to twitter. it was first spotted by a passer by, shepard, near the ski resort. i called it in and said hey there is is a car on fire here at the mountains. the forest service rushed in and quickly identified it was his car.

they couldn't get to it right away, shepard. they were very concerned that it was booby trapped. it turns out it was not. so they are operating on the premise that he is still in this area. >> shepard: so they are thinking at least is that he set the fire and took off so he must be close enough and they got to pounce right now. >> right. they are looking for him everywhere. there are reported sightings all over southern california. they are keeping their guard up. they are even looking for him in los angeles where he he was known to live. right now the focus is this mountainous area. let me tell you, this is one of the worst case scenarios. shepard, we just saw a convoy of ambulances and a medical disaster truck come up the hill. law enforcement here is preparing for the worst because this guy has said that he will not be taken alive. the family there preparing for a confrontation with him and they have just brought in a lot of ambulances from the local hospitals and they are just on stand by here. >> shepard: understandable precautionary measures. gigi from our west coast flag ship station kttv.

let's go to los angeles to our newsroom on the west side of the city where trace gallagher is monitoring developments. trace, this manifesto from this suspect who is targeting cops, it's stunning. it is stunning, shep. says he wants to kill cops because he believe cops ruined his name when they fired him and accused him of lying. he acknowledges that he will will not be alive when his name is cleared. again, police have no intention of clearing it they think he is a cold blooded killer. daschleer says the l.a. cops are more racist today than they were during the rodney king era. when it comes to killing them, he wants to start small. get bigger, using their tactics. he rights and i'm quoting here. you are aware that i have always been the top shot, highest scorer and expert in rifle qualifications in every unit i have been in. i will utilize every bit of small arms training, demolition, ordinance and survival training i have been given. police say they believe him because they trained him. he started with the l.a. police department, shep, 8

years ago today. >> wow. now, trace, i have read this thing. and he -- he talks about wolf blitzer and anderson cooper and willie geist from nbc. it's bizarre. >> a lot of people on television he talks about politics, hillary clinton, and george w. bush. he talks about a lot of pop culture, shep. and more importantly, he names the people on the los angeles police department, 40 names in all and none of them are being made public. everybody in the manifesto is now getting extra protection. in fact, one of the police officers who was shot and wounded today was actually protecting a target named in that manifesto. dorner says he wants the police and their families killed saying, again, quoting here: suppressing the truth will lead to deadly consequences for you and your family. there will be an element of surprise where you work, live, sleep. dr. keith ablow says he is apparently lost his empathy. listen. >> he is now devoid of that

and so he is like a run away train. he is capable in a terrible way of inflicting awful suffering and feeling nothing because he has severed himself from his feelings. >> i just want to mention this they are still searching snow tracks in the big bear mountains, shep. the sun sets in about 40 minutes. they are expecting snow and rain up there tonight with a low temperature of about 20 degrees. shep? >> shepard: our coverage continues throughout the evening up on big bear. thanks. that manifesto references a man named james ucera calling him a great man and attorney. we spoke with james today, our colleagues did here at fox news. he said he had not talked to the suspect in about four years. the chief fox report correspondent jonathan hunt with more on this guy. any insight from him. >> yeah. we talked to james at some length today, shep by phone. we talked to him about how he first learned about all of this that was happening with his old friend, christopher dorner. and he told us that when he

first found out, he was just stunned. >> i'm just befuddled. absolutely befuddled. you know, no one expects to come to work and have an email from a reporter from the "l.a. times" telling me that i'm mentioned in a manifesto and that someone who i consider a friend is, you know, has gone on a killing spree or allegedly gone on a killing spree. so, yeah, i was absolutely befuddled and shocked. >> james usera attended university of southern utah and played football there with christopher dorner. they both had pretty stringent political views, he said. they used to argue a lot about those politics. he said of christopher dorner he never saw a hint of a violent nature. >> he seemed very rational and, you know, articulate and intelligent and well-reasoned. nothing about his behavior in my experience suggested that he was violent in any fashion or that he was, you know, unreasonable or would take such drastic type steps. >> we wrapped up the

>> shepard: some good news today on jobs. a survey shows most americans think it's losing its mojo. maybe they are wrong. in fact it looks like they are wrong. unemployment claims fell by 5,000 last week. this just keeps happening. economists say it's a sign things are improving. but the recent jobs gained don't seem to be encouraging a lot of people. according to the latest fox news poll. nearliful half of the people surveyed say the u.s. is weaker now than it was before president obama took office. just 24% say the nation is stronger. 27% say it's about the same. of course, this comes as lawmakers have just weeks to reach a deal to avoid the across the board spending cuts set to kick in on march the 1st. of course, nobody thinks washington can get anything done. why would they think washington could get anything done? when was the last time -- ed henry is live at the white house. the president today seemed ready to take republicans head on over these cuts. >> that's right, shep. he was very feisty. he was sort of back in campaign mode. he was slamming republicans, charging they are trying to slash local programs. he basically said he is going
